Chapter 4.33 in Elgar Encyclopedia of Strategy as Practice, 2025, pp 483-486 from Edward Elgar Publishing
Abstract:
Municipalities and city organizations are characterized by complex decision-making structures and operate in pluralistic settings. These organizations tend to deal with major societal issues whilst often having limited resources to do so. Thus, strategy as practice scholars have focused increasing attention on these organizations, including analysis of inclusion and transparency, power struggles, and efforts to create consensus. However, there are many related issues that warrant special attention in future research.
