Abstract:
Strategic planning, defined as a structured, periodic process for strategy formulation and implementation, has evolved significantly since its origins in the 1950s. Initially applied in large private firms, its use has expanded to public and non-profit sectors. The precise frameworks and activities involved in strategic planning have shifted over time with technological developments and with the rise and fall of various strategy tools and artefacts. Research on strategic planning evolved in two waves. Early functionalist studies focused on planning-performance relationships, the roles of strategic planning and the value of participation. Later practice-based and discourse-oriented perspectives explored the social and communicative dynamics of planning, with a focus on issues such as performativity (how planning processes construct organisational realities), affordances (the enabling and constraining effects of specific tools), and openness (inclusive planning practices enabled by digital platforms). Future SAP-based research might examine questions related to implementation, the political dynamics of planning processes, and the evolution of planning practices over time.
