Strategising underground

Chapter 4.55 in Elgar Encyclopedia of Strategy as Practice, 2025, pp 560-562 from Edward Elgar Publishing
Abstract:
Strategising Underground refers to autonomous, unsanctioned, or illegitimate initiatives by small groups or individuals within an organisation that often drive strategic change by enhancing efficiency, effectiveness, or innovation. For these individuals, such initiatives exceed formal job requirements, are unrewarded by contracts, and may occur within organisations across various hierarchical levels and functional units and outside formal jobs, including social and other societal causes. This entry focuses solely on the former. Strategising Underground builds on a long tradition of research into bottom-up autonomous strategy development. However, it has received scant attention among Strategy-as-Practice (SAP) scholars, making it ripe for further exploration.
