Rural inequality

Abstract: This chapter reviews existing studies on rural inequality and poverty, focusing on two drastic transformations in rural China, namely the introduction of the household responsibility system in the late 1970s and the implementation of pro-rural public policy in the 2000s. First, we summarize the characteristics of representative large-scale rural household surveys and elucidate the advantages and drawbacks of the datasets. Second, we review recent articles on rural inequality that conduct a decomposition analysis of inequality measures and evaluate the impacts of specific policies (agricultural production and protection policy, taxation reform, and social security and social relief system). Third, we classify the literature on rural poverty into poverty measurement studies using new decomposition frameworks (absolute and relative poverties, FGT poverty measures and growth–inequality decomposition, transient–chronic decomposition, and multidimensional poverty) and evaluation studies of specific poverty reduction policies (regional and household targeting) to review the characteristics and contributions of each article.
