National human resource development in the Gulf Cooperation Council (GCC) countries: the journey ahead

Abstract: In this chapter, we argue that quota-based localization has outlived its usefulness as the primary tool for workforce localization in the Gulf Cooperation Council (GCC) countries. By integrating six human resources (HR) and development theories into a Dynamic Capability-Alignment Model, we review reforms across six GCC countries and show that localization quotas boost citizen head counts only when coupled with targeted upskilling, strict enforcement, and artificial intelligence (AI)-powered labor market analytics. Early adoption of such AI tools reduces hiring friction and increases retention; however, equity and governance checks are crucial to prevent “ghost” localization and algorithmic bias. The results from the model indicate that policymakers should replace static localization quotas with competency benchmarks, shared data platforms, and public–private AI sandboxes, steps that would align national HR development with Sustainable Development Goals 8 and 9 and prepare the GCC for a post-oil knowledge economy.
