Examining the role of vocational education and training in amplifying social innovation capacity

Mahmut Özer and H. Eren Suna

Chapter 13 in Handbook of Teaching and Learning in Social Innovation, 2026, pp 210-224 from Edward Elgar Publishing

Abstract: A growing academic interest in social innovation (SI) has led to substantial opportunities and challenges for educational policies. In particular, vocational education and training (VET), with its strong relationships with labor markets, flexible educational options and role in sustainable development, provides a very suitable environment for SI. Recent changes in the labor market have prompted VET systems to introduce SI. There is a wide range of social purposes served by VET systems in different countries, including the increase of employability for economically disadvantaged social groups, the efficient utilization of natural resources, and the meeting of social needs during times of crisis or disaster. Throughout this chapter, we discuss the benefits of VET as a means of stimulating SI, offer examples of socially innovative policies from various countries’ VET systems, and discuss how VET systems can be redesigned to promote innovation.
