An inclusive classification of illicit practices in education and higher education
Mihaylo Milovanovitch
Chapter 6 in Handbook on Corruption in Higher Education, 2025, pp 77-97 from Edward Elgar Publishing
Abstract:
This chapter shares insights on integrity and corruption in education, drawn from extensive fieldwork in East and Southeast Europe, Central Asia, and Northern Africa from 2010 to 2022 under the Integrity of Education Systems (INTES) project. INTES presents a typology of nine integrity violations—illicit strategies used by education participants to address shortcomings and distrust in the ability of their education systems to deliver to expectations. The INTES typology draws on experiences and perspectives from the “frontline” of education provision and bridges the gap to more academic and policy-oriented perspectives on corruption in education. The chapter also discusses the ways in which the application of the typology has proven helpful in empowering education stakeholders with the tools and understanding necessary to make informed choices about the integrity of their actions in various situations—a contribution to the continuing need for dialogue and action to address corruption in educational environments worldwide.
