Green budgeting in an international perspective

Abstract:
The chapter examines the concept of green budgeting from both theoretical and practical perspectives, using domestic and supranational examples. It considers solutions implemented within the European Union and the recommendations of the Organization for Economic Co-operation and Development, International Monetary Fund and the World Bank. Following the introduction, the first section highlights the importance of green budgeting in fiscal risk assessment, pointing out its benefits and the barriers associated with its implementation. The second section presents the evolution of the budgeting process, focusing on the implementation stage of green budgeting, and discusses the principles of using green budget tagging as a method for assessing the degree of greening of individual state budget items, including its advantages and challenges. The last section analyzes green budget revenues, particularly those from carbon taxes and cap-and-trade systems. Additionally, a classification of green state budget expenditures is made, pointing to the methodology of performance evaluation, which is the basis for assessing the effects of public green financing.
