Future research for a healthy ocean

Abstract: The health of our ocean is on the international agenda like never before, providing researchers with an opportunity to shape ocean governance. In the 2020s—proclaimed by the United Nations to be the Decade of Ocean Science for Sustainable Development—states have reached new international agreements to establish more ambitious protected area targets, regulate fisheries subsidies, establish a loss and damage fund for climate change impacts, and protect biodiversity beyond national jurisdiction. These agreements are welcome progress that reflects heightened global ambition to better protect the ocean, but they are just a starting point for the more ambitious governance arrangements that we need. This chapter identifies what we see as some of the most important themes for future research for a healthy ocean; namely (1) centering ecology, (2) justice and equity, (3) closing loopholes in ocean governance, (4) the design and impact of global institutions and regimes, (5) power and politics, (6) the imperative of ambitious thinking, and (7) the interdisciplinary coproduction of knowledge. It draws from the insights of 49 scholars from around the world, from different disciplines and outside of academia, and at various stages of their careers. Its goal is to generate ideas about how future research for a healthy ocean can be as impactful as possible at a time of unprecedented collective ambition.
