The global politics of marine protected areas

Abstract:
Marine protected areas (MPAs) are among the most common and important tools we have for combatting threats to ocean health. They can directly address overfishing while bolstering the resilience of marine ecosystems to the proliferation of plastics and the impacts of climate change. They are not, however, apolitical tools but rather contested spaces through which stakeholder access rights to natural resources are established. This chapter examines the global politics of MPAs, identifying potential areas for future research into the global politics of ocean protection. It does so through an analysis of recent developments in the global institutions governing the ocean (i.e., the 2022 World Trade Organization Fisheries Subsidies Agreement, the 2022 Kunming-Montréal Protocol), the political economy of marine spaces, and recent advances in efforts to protect the high seas (i.e., the 2023 Biodiversity Beyond National Jurisdiction Agreement).
