Government expatriates: a systematic literature review
Svala Gudmundsdottir
Chapter 6 in The Authoritative Research Guide to Expatriates, 2025, pp 151-175 from Edward Elgar Publishing
Abstract:
This chapter presents a systematic literature review of government expatriates, specifically focusing on diplomatic, military, intergovernmental, and non-governmental expatriates. The review encompasses 29 articles published between 2000 and 2023 from fields including business, management, medicine, and diplomacy. Through this analysis, six major themes were identified, namely, wellbeing, safety, career, adjustment, job factors, and human resource management (HRM) strategy. The findings emphasise the significance of the wellbeing and mental health of governmental expatriates, as well as shed light on the challenges experienced by women working as government expatriates. Moreover, the review underscores the need for further research pertaining to HRM practices, security concerns, and career development. While limitations of the review are acknowledged, the review also suggests potential avenues for future research within this domain. The comprehensive analysis of the literature contributes to a deeper understanding of government expatriates and offers valuable insights for organisations and policymakers.
