Queer in the quarry: the political economy of LGBT rights and extractive resources

Abstract: Recent research on inclusive growth in mineral-dependent economies has focused on distributional aspects for the poor, minority ethnic groups and women. We know very little about the intersection of mineral resource dependence and LGBT-related social policy. Our study examines whether mineral-dependent economies perform worse in LGBT-related policies and societal attitudes. We explore whether the relationship between mineral wealth and LGBT policies is influenced by income levels, democratic governance and/or regional contexts. We do this by measuring the differences in the average values of multiple LGBT indicators (and their statistical significance) between mineral-dependent and non-mineral-dependent economies. Our contribution is towards understanding how economic structures (especially in settings dominated by extractive activity) may correlate with the pace of development of more inclusive societies and the extent of LGBT discrimination. Using a wide range of indicators, we find that mineral and oil dependence correlates strongly and negatively with LGBT rights.
