Simulating the European Union

Abstract: While simulations of the United Nations are popular, common, and well-established, those of other international institutions are often less so. One such institution is the European Union (EU), an entity with a unique structure and character that offers numerous pathways to critical thinking for students. This chapter begins with a review of the history and key institutions of the EU, then surveys the evolution of EU simulations and the options available, ranging from in-class simulations of single institutions such as the European Council to intercollegiate simulations involving the Council, the European Commission, and the Council of Ministers. It then reviews the implications of EU simulations for critical thinking, ranging from the wider challenges of understanding international relations to mid-level questions about regional integration and more focused questions about the European Union in particular. It ends with a discussion about the practicalities involved in student preparation for participating in EU simulations.
