Chapter 21 in Handbook on Financialisation and Space, 2026, pp 374-393 from Edward Elgar Publishing
Abstract:
Over the last decade, green bonds have emerged as a key financial instrument for redirecting capital towards climate change mitigation and adaptation projects. Local authorities are at the forefront of this movement, particularly in France and the Global North. First, this chapter critically reviews the academic literature analysing the rise of municipal green bonds and their socio-spatial outcomes. Second, this chapter studies the geographies of municipal green bonds focusing on one specific French Region, i.e., Occitanie, wondering why and how green bonds flow to certain territories (and not others). Following the money all throughout the green bonds’ financial circuit, we argue that this uneven distribution arises from both the infrastructural power of finance and agential dynamics nested in local politics.
