Fare-free public transport

Abstract: Fare-free public transport (FFPT) is the policy of abolishing fares in public transport (PT) networks. Although an exceptional measure, FFPT is clearly on the rise, with over 400 cases identified globally, in largely heterogeneous localities. Debates on FFPT revolve around four key arguments. Economically, FFPT may simplify operations by removing ticketing complexities, though it requires alternative funding to replace lost revenues. Environmentally, by abolishing fares, FFPT can have an impact, albeit limited, on the shift from car to public transport. Socially, FFPT addresses mobility needs across diverse vulnerable groups. Politically, it often emerges as a top-down initiative for electoral and territorial marketing.
