Technology roadmap for disaster response and recovery in energy systems

Abstract: In the aftermath of the devastating earthquakes in Turkey in February 2023, which claimed many lives and caused extensive infrastructure damage, this study presents a technology roadmap to guide future preparedness and resilience efforts for advancing energy systems in earthquake-prone regions. The roadmap identifies the key drivers for technological advances in response and recovery phases of disaster resilience frameworks. These drivers include public safety imperatives and the need for economic and infrastructure resilience. At the same time, the study identifies existing capability gaps, particularly in real-time damage assessment, network flexibility, and resource mobilisation. The roadmap proposes a spectrum of promising technologies to address these gaps. Key elements include advanced grid sensors, AI-based damage analysis, mobile microgrids, and resilient communications platforms, which are critical components for rapid post-earthquake response. In addition, the roadmap highlights the importance of research and development initiatives focused on earthquake-resistant infrastructure materials, long-duration energy storage solutions, and agile resource allocation algorithms to optimise recovery efforts.
