Chapter 1 in Research Handbook on Digital Regulatory Agencies, 2026, pp 1-6 from Edward Elgar Publishing
Abstract:
This book offers a comprehensive, multidisciplinary examination of digital regulation, examining how digital technologies are reshaping economies, societies, and governance. The authors address foundational questions about regulating digital platforms, balancing innovation with risk, and adapting traditional regulatory models to the distinct traits of the digital economy, such as scalability, data reliance, and global reach. The book is structured into four parts: the rationale for digital regulation, governance of digital sectors, national case studies, and regional/international cooperation. Topics include broadband access, artificial intelligence oversight, cybersecurity, cloud infrastructure, satellites, and health data governance. Through comparative analyses of regulatory models including Japan, South Africa, Peru, the US, China, the EU, and the ITU, the book emphasizes the need for flexible, context-sensitive, and cooperative approaches. It highlights how regulatory frameworks must evolve in response to technological advances while safeguarding privacy, competition, and democratic values in an increasingly digital and interconnected world.
