New Zealand's digital landscape: paving the way for effective AI regulation?

Abstract:
Despite its long tradition of international leadership in matters of telecommunications regulation, New Zealand has been a laggard in implementing Internet content moderation or any other specific artificial intelligence regulation. Despite taking a lead role in the formation of the Christchurch Call aimed at removing online terrorist content, it has failed to implement any legislation strengthening controls in its own country. These were strong recommendations following the 2020 inquiry into the events giving rise to the Christchurch Call. However, this may not be negative, due to the country's small scale, and the comparative inability for any laws passed locally to be effectively monitored and enforced in an environment where the vast majority of content viewed is created and hosted offshore, and technological factors militate against such endeavors. Being a follower relying on other countries’ laws and international multistakeholder efforts is likely to be more effective than local efforts.
