Abstract: Technological transformations in the digital age are having a major effect on regulatory institutions. National telecom regulators have had to cope with evolving transformations by expanding their work scope and making institutional adaptations. Consequently, they have become interested not only in regulations for traditional telecommunications, but also in some aspects of content, space, and digital policy. On the international level, institutional adaptations are still to be made aiming at more efficient cooperation regarding digital matters. International telecommunications organizations’ mandate has not changed for decades with several calls to shift governmental management to more of a multi-stakeholder partnership. Hence, there is a need to examine these institutional adaptations in a prospective analytical manner. This chapter explores the role of international organizations in digital regulation with a focus on the International Telecommunications Union (ITU) and considers whether structural changes are needed to meet the rapidly changing dynamics of the digital economy.
