Folkbildning as skills provision in regional development

Abstract: This chapter explores the role of Folkbildning (non-degree education) in regional skill development, particularly in areas with limited access to higher education. While regions with a highly skilled workforce are more attractive to businesses and experience greater economic growth, the distribution of these skills is uneven, with larger cities disproportionately hosting individuals with higher education. In contrast, many rural and peripheral areas face challenges in retaining or attracting such talent. Folkbildning provides an alternative path for skill development, particularly in regions where higher education is less accessible. This study examines the significance of Folkbildning across different types of municipalities in Sweden, focusing on its potential to fill skill gaps and contribute to local labor markets, especially in areas that struggle with traditional education options.
