Green hydrogen as a key driver for North Africa's energy transition

Nahla Abdullah

Chapter 20 in Handbook on Energy Transitions in Africa, 2026, pp 332-346 from Edward Elgar Publishing

Abstract: Green hydrogen presents a major opportunity to advance Africa's energy transition, particularly in North Africa, where abundant renewable energy resources and proximity to Europe create strong trade potential. However, large-scale production faces significant challenges, including high initial investment costs and the absence of clear legislation governing the entire hydrogen value chain. To unlock this potential, governments must establish clear legal frameworks that foster collaboration between public and private sectors, attract foreign investment through tax incentives, and mitigate financial risks. Strengthening partnerships with European countries is essential to support large-scale production for both local consumption and export, using mechanisms such as power purchase agreements. Moreover, nations with limited initiatives should seek support from international energy organizations and financial institutions to fund projects and conduct feasibility studies, positioning North Africa as a key hub in the global green hydrogen market.
