Abstract:
Access to modern, clean forms of energy for household use is critical for environmental sustainability and the health of energy users. Yet many households are vulnerable to energy poverty. This chapter investigates the trends in energy poverty and the determinants of transitions into and out of energy poverty in Ghana. By employing panel data of over 5,000 households over the period 2009 to 2018, the study finds that energy poverty has declined. However, the decline in the cooking dimension is sluggish compared with the decline in the lighting dimension. Furthermore, the rate of decline in the second half of the period slowed down compared with the first half of the period. Factors that determine transitions into and out of energy poverty include assets, employment type, location of residence, household size, and the presence of children under 5 in the household. The implications for these findings are discussed.
