Local content policies and resource nationalism in oil and gas

Abstract: Natural resources have not produced expected developmental outcomes. In the first wave of resource nationalism (RN), resource-rich countries began pursuing more nationalist strategies to assert control over resources. At best they met with limited success. Unlike resource nationalism of decades past, more recent RN has focused less on nationalization and more on national participation. Demands by host country communities for national participation and sustainable development are much more palatable to international capital, even when influenced by fierce resource nationalism. Therefore, this chapter explores various histories and experiences with local content as an expression of RN anchored in locally articulated visions of resource-based industrialization and development. In order to better frame the development and outcomes of different national RN policies, this chapter looks at historical experiences with local content from the 1970s until around 2018.
