Resource nationalism and artisanal and small-scale mining: the case of Bolivia

Abstract: This chapter provides some initial analysis of how resource nationalist governance strategies may address artisanal and small-scale mining. It first describes several waves of resource nationalism (RN), from the early 20th century onwards, and examines the state of the artisanal and small-scale mining sector during these same periods. It then uses the three key elements of RN to explore the question theoretically. Finally, it uses a case study of Bolivia to illustrate the point that while resource nationalism may shape state policymaking over artisanal and small-scale mining, it is rarely the main issue in artisanal and small-scale mining policy formulation. Furthermore, the complexities arising from negative social and environmental impacts associated with artisanal and small-scale mining, and the risks involved in formalization of the sector, mean that even when the state is generally supportive of the sector, relations between governments and artisanal and small-scale mining actors may be volatile.
