Dimensions of taxonomy of clusters and cluster policy models

Abstract: Chapter 3 initiates a systematic exploration of the varied models and frameworks of clusters and their policy implications across different national landscapes, with the objective of developing a comprehensive taxonomy that groups countries with similar characteristics. One way to achieve this is the construction of the Policy Approach and Cluster Structure (PA-CS) Integrated Model. The model examines two main dimensions: the driving force for cluster development (market or government) and the unit of analysis (market cluster structures versus formalised cluster initiatives). By identifying and comparing bottom-up approaches and top-down approaches within the context of the Varieties of Capitalism (VoC) framework, the chapter aims to map out a structured understanding of how clusters function and evolve under different economic and political conditions. The chapter also includes statistical analysis to measure the relationship between the state of cluster development and international competitiveness and its factors, i.e., innovation capability and institutions.
