Abstract:
This chapter introduces the book's investigation into how states bear responsibility for human rights protection when cooperating with other states. It suggests the perspective of an ‘international human rights law of cooperation’ to uncover how human rights under the European Convention on Human Rights (ECHR) impose demands upon states in their interaction with other states. The chapter explains the book's specific, yet comprehensive focus on international cooperation, questions of international responsibility in relation to cooperative state conduct, and the regional human rights regime under the ECHR. It closes with an outline of the book's structure and approach.
