Chapter 24 in Research Companion to the Construction Industry in Developing Countries, 2026, pp 622-653 from Edward Elgar Publishing

Abstract: The inherent complexity of the construction industry is manifest in the number of agencies in any country that have responsibility for aspects of it. There has been a debate, over some decades, about whether countries should set up agencies to administer and manage the development of their construction industries. This is the second of two special chapters in this book that are based on the experience of leaders of construction industry development agencies in developing countries and emerging economies. It presents the inputs of leaders of agencies in Asia: in India, Singapore and Sri Lanka. The leaders answered questions on their experience, including what they set out to achieve, what they achieved and the challenges they faced. They also shared their views on the future of the industry in their countries. The leaders’ accounts are synthesised; the similarities and differences among their agencies are compared; and some proposals for additional action in the future are made. Some pointers for research on construction industry development are presented.
