Abstract: How are tech corporations shaping efforts to establish global norms and rules surrounding the development and use of artificial intelligence (AI)? The largest tech firms operate across the globe and possess tremendous economic power and technological expertise. They have a considerable stake in potential transnational AI rules. Many tech firms already have guidelines or best practices and participate in industry initiatives or pledges pertaining to responsible development and use of AI. Some have an interest in regulatory harmonization to reduce transaction costs, but the industry is wary of overregulation that could slow development or hinder international competitiveness. Ultimately, geopolitical competition to control AI technology is shaping state strategies toward regulation, with the US adopting a policy of export controls to restrict technology transfers, while adopting rules to encourage innovation at home. This hinders transnational cooperation, and firms are unlikely to support a broader version of European Union-style AI governance.
