Theorizing global AI governance

Abstract: State and non-state actors are beginning to establish arrangements for global governance of artificial intelligence (AI) as a response to challenges arising from the technology. The growth of global AI governance calls for scholarship to explore the patterns, sources, and consequences of emerging arrangements. This chapter introduces theoretical concepts and approaches for these purposes. First, it argues that efforts to map global AI governance need to start by drawing the conceptual boundaries of this phenomenon, followed by a characterization of emerging arrangements along key analytical dimensions. Second, it suggests that theoretical approaches emphasizing the role of power, interests, norms, and domestic politics are likely to be of particular value as researchers seek to explain global AI governance. Third, it submits that an important question for future research will be the consequences of global AI governance – in terms of effectiveness, distribution, and legitimacy – which are likely to become more prominent as governance arrangements become more settled.
