Membership sanctions

Abstract:
When a member fails to fulfil its obligations, international organizations (IOs) may adopt sanctions in order to induce compliance. Typically, membership sanctions are provided for in the constitutive instruments of IOs and consist of depriving the member of its rights, privileges and benefits stemming from the membership. The spectrum of measures that an IO can adopt to discipline the defiant member ranges from expulsion to the request to withdraw, the suspension of all or certain rights and privileges, or the total or partial interruption of services provided by the IO, including technical and financial assistance. Bearing the risk of undermining and polarizing the whole membership, sanctions are taken cautiously and, usually, in serious cases where the member has blatantly placed itself outside the institutional order.
