Abstract:
The use of sanctions by Arab states has evolved significantly. Traditionally, Arab states adhered to the principles of sovereignty and non-interference in domestic affairs, as enshrined in the Pact of the League of Arab States (LAS). However, key episodes illustrate the shifting role of sanctions. The Arab Spring marked a turning point, with the LAS suspending Libya and Syria and imposing unprecedented sanctions for human rights violations. In 2017, the Gulf crisis demonstrated how sanctions became tools for asserting regional leadership, as Saudi Arabia, the United Arab Emirates, Bahrain, and Egypt severed ties with Qatar.
