Chapter 38 in Elgar Encyclopedia of International Sanctions, 2025, pp 134-136 from Edward Elgar Publishing
Abstract:
This entry examines the international sanctions imposed on Libya across two significant episodes. The first episode (1986–2004) highlights responses to state-sponsored terrorism under Muammar Gaddafi, culminating in United Nations (UN) and US sanctions due to Libya's involvement in aircraft bombings. The second episode (2011–present) addresses the sanctions during Libya's civil war following the Arab Spring, emphasizing the evolving nature of sanctions to include arms embargoes, asset freezes, and measures against human trafficking and illicit oil exports. The analysis underscores the complexity and challenges of international sanctions in promoting stability and compliance in Libya.
