Abstract:
The concept of ‘sport policy culture’ or ‘the culture of sport policy’ remains largely unexplored, particularly within the field of sport. This prompts an inquiry into what constitutes ‘sport policy culture’ and whether it indeed exists. This chapter argues that ‘sport policy culture’ does exist and that its characteristics can vary significantly across different political systems. To understand this phenomenon more thoroughly, a comparative analysis of various states has been adopted. Such an analysis aims to uncover the underlying values and beliefs that constitute the culture of sport policy. This chapter focuses on a comparative analysis of two national sport policies from two distinct political systems: the United Kingdom and China. The primary goal is to elucidate the concept of ‘sport policy culture’ by examining how policy changes and agenda-setting processes reflect the ideological positions prevalent in these contexts.
