Abstract:
The chapter introduces the context of climate policy in China. China's journey in climate change governance has been marked by a shift toward long-term problem-solving and novel policy interventions. The country faced challenges in fulfilling its climate change responsibilities, especially at the municipal and provincial levels. The mid and late 2000s brought about significant changes in China's approach to climate change, triggered by global agreements like the Kyoto Protocol and reinforced by the Copenhagen saga and the Paris Agreement. This led to a grand process of organizational and institutional learning in China, providing conditions for a governance transition. The governance transition in China involved the formation of new institutions, practices, and players, especially those involved in the use of market-based instruments and industry-focused policy interventions. This chapter concludes by introducing a theoretical framework for contextualizing the use of these instruments and interventions for managing climate change.
