International groups in organizing world politics: the case of the G20

Abstract:
While scholars in International Relations (IR) have extensively examined intergovernmental organizations (IGOs), international groups such as the Group of Twenty (G20) remain under-theorized due to IR's limited conceptual engagement with organization. This chapter employs the concepts of meta-organization and partial organizing to investigate the G20 and addresses two interrelated questions: (1) how and to what extent is the G20 partially organized? (2) how does this partial organization contribute to the organization of world politics? To answer these questions, the five key elements of partial organization – membership, hierarchy, rules, monitoring, and sanctions – will be examined regarding the G20. The findings are illustrated through examples drawn from participatory observations at the G20 summits as well as interviews with G20 chief negotiators. The contribution argues that the G20 contributes to global political organization. Its final declarations serve as political roadmaps as they identify key issues for further political decision-making.
