What are meta-organizations allowed to do? Dimensions and dynamics of mandates

Abstract: This chapter explores which factors impact the mandate given to a meta-organization, a central though little-explored area in meta-organization theory. To understand differences in mandates, we will assess meta-organizational mandates on three dimensions: the breadth of the content the meta-organization can deal with, the depth of authority that a meta-organization has to deal with the content, and the room for intervention in member organizations’ affairs afforded to the meta-organization. We present the factors affecting the mandate on those three dimensions. We argue that meta-organizational mandates are changing and dynamic, highlighting that members may reconsider mandates due to changes in the meta-organization, the member organizations, or the environment.
