Abstract: Entrepreneurship has emerged as a vital alternative to traditional employment, driving economic growth, job creation and innovation. However, entrepreneurs, particularly those from marginalized groups, encounter significant challenges, including limited access to financing, high start-up costs and restrictive market opportunities. As these challenges further intensify during crises, public policy may provide essential support to create frameworks that promote resilience, social inclusion and sustainable business practices. Hence, this chapter explores the critical role of public policy in fostering inclusive and responsible entrepreneurship, especially during crises. It emphasizes the importance of public–private collaborations and regulatory frameworks in building inclusive entrepreneurial ecosystems. It examines key policy interventions including the alignment of entrepreneurial goals with the United Nations’ Sustainable Development Goals (SDGs), the development of support systems that ensure equitable access, fostering public–private partnerships, and encouraging corporate social responsibility (CSR). Evidence from targeted policies and partnerships with inclusive entrepreneurial businesses such as social enterprises underscores the impact of structured support on empowering marginalized entrepreneurs. Ultimately, the chapter argues for inclusive entrepreneurship as a public policy priority, contributing to sustainable development, economic stability and social progress in uncertain times.
