The economics of large-scale climate adaptation in Brazilian agriculture

Abstract: This chapter analyzes Brazil's agricultural adaptation system, which has positioned the country as a global leader in producing soybeans, corn, and beef. Through collaboration among public research institutions and private companies, Brazil has developed technological packages tailored to tropical environments, facilitating crop and livestock expansion into warmer, drier regions. Key examples include second-season corn, tropicalized soybeans, and grape cultivation in semi-arid areas. This chapter outlines three foundational components of Brazil's adaptation strategy: (1) public–private development of agricultural technologies, (2) agricultural zoning of climatic risk to support credit and insurance systems, and (3) new institutions to coordinate supply chains. These components have fostered the adoption of climate-resilient practices. While the system offers valuable insights for global replication, it also highlights limitations in addressing ecological and institutional challenges, particularly in Brazil's semi-arid regions.
