Chapter 10 in Creating Scientific Knowledge, 2026, pp 107-116 from Edward Elgar Publishing
Abstract:
Chapter 10 considers human capital endowments in U.S. federal agencies, where human capital is measured in terms of the scientific, technology, engineering, or mathematics (STEM) background of its employees. Using public domain data, it appears that firms participate in cooperative research and development agreements (CRADAs) with federal agencies the greater the STEM-endowed employment base. This finding holds for all research and development (R&D)-intensive federal agencies.
