Abstract:
This introductory chapter establishes the conceptual and policy foundations of Smart Specialisation Strategies (S3) as a cornerstone of regional innovation policy. It traces the shift from technology-push and sectoral models to systemic, place-based approaches emphasising governance, institutions and capacity building. S3 have evolved from theoretical propositions into a central pillar of EU cohesion policy, grounded in both academic debate and policy practice. Their underpinnings draw on neoclassical and endogenous growth theory, evolutionary economic geography, institutional economics, governance theory, regional innovation systems and the quadruple helix model. Together, these perspectives highlight how S3 mobilise local knowledge, strengthen competitive advantage and foster inclusive, sustainable growth. However, persistent implementation gaps remain, especially in lagging regions which face weak institutions and fragmented governance. Finally, the chapter situates S3 within green and digital transitions, outlining the book's objectives: to critically synthesise theory and practice, examine barriers and propose evidence-based strategies for unlocking their transformative potential.
