Higher education, science, technology, and innovation in Latin America: from relevant experiences to backing sustainability?

Abstract: A significant difficulty in fostering sustainability policies stems from a fundamental tension between the aspirations for economic growth and environmental protection requirements. This tension, seen everywhere, is even more marked in underdevelopment. This chapter advances four ways to reduce this tension through producing better and more with less material resources but with more knowledge involved: the endogenization of knowledge relations, incorporation of weak knowledge actors into interactive learning and innovation processes, detection and fostering of capabilities for innovating in scarcity conditions and devising and experimenting with multilevel “proto” strategies. The combination of higher education, science, technology, and innovation (HESTI) can be a tool for taking them into account. The Latin American experience of university involvement in the fight against the COVID-19 pandemic, presented with several examples, showcases this possibility.
