Chapter 13 in The Elgar Companion to Democracy and Development in Africa, 2026, pp 230-247 from Edward Elgar Publishing
Abstract:
This chapter examines the impact of foreign assistance on democratic development in Ghana, focusing on the Public Interest Accountability Committee (PIAC). Created in 2011 as part of Ghana's Petroleum Revenue Management Act, the PIAC serves as an independent statutory body and an example of collaboration between the state and civil society to monitor and evaluate the management of petroleum revenues in Ghana's quest to avoid the so-called “resource curse”. The PIAC is a good case study because it is an innovative and scarce institution in the petroleum revenue laws of several natural-resource-rich African countries. Employing content analysis to review the annual reports of the PIAC from 2011 to 2023, this chapter shows that targeted foreign assistance played a crucial role in the PIAC's formation and effectiveness, contributing to enhanced transparency, accountability, and citizen participation in Ghana's democratic processes. The chapter also discusses the challenges and limitations of the PIAC's operations and foreign assistance efforts.
