Supporting victims of fraud

Cooper A. Maher and Cassandra Cross

Chapter 16 in Research Handbook on Fraud and Society, 2026, pp 299-316 from Edward Elgar Publishing

Abstract: This chapter examines the significant global issue of fraud and its far-reaching consequences. Fraud uses lies and deceit to gain a financial reward from its victims. The impact of this can be detrimental and life-changing for some victims. While financial losses are commonly recognised, this chapter highlights the many non-financial harms that victims can also experience. From this, the chapter details the diverse support needs of fraud victims, including an overall acknowledgement of what has occurred, an improved criminal justice response, financial restitution, and access to information on prevention and support. In attempting to meet these needs, victims encounter many barriers in accessing support. This chapter summarises current support programs as well as advocating a range of new and revised measures for the future. Ultimately this chapter emphasises the urgent need to improve policies, practices, and programs for fraud victims to recognise the profound impact of fraud victimisation on individuals.
