The Cooperation and Audit for Resilience Transparency

Abstract: This chapter identifies shortcomings in current transparency interventions and proposes a new transparency policy called the Cooperation and Audit for Resilience Transparency (CART). The CART is a combination supply chain review and information sharing policy. It proposes a new, recurring National Supply Chain Strategy (NSCS). The NSCS will look at critical vulnerabilities broadly, casting a wider net than other supply chains by leveraging public procurement and Defense Production Act authorities to gain supply chain information. This information will inform collaborative exercises, like stress tests, with industry and other stakeholders. The CART also proposes to create a new Assistant Secretary of Commerce for Global Economic Security to work with other countries to upgrade their supply chain resilience toolkit with an eye to combating non-market practices, including trade remedies, investment screening, and export controls. By syncing transparency efforts with other market economies, the CART stands to be more effective than other siloed efforts.
