Abstract: The chapter presents the role of transnational city networks (TCNs) in creating and implementing international law. The research has been organized in three steps. Firstly, 69 international organizations were chosen by random sampling (see the list of organizations presented in Appendix Table 7.A1). It is important to emphasize that they all represent different fields of interest, gathering cities from different geographical areas/continents and are varied in terms of international status. Secondly, internal documentation has been considered in order to identify if and how these organizations participate in creating and implementing international law. Thirdly, given the information mentioned above, four main strategies have been identified that present the role of international city networks in creating international law.
