Chapter 3 in EU, Egypt and Democracy Promotion, 2025, pp 58-76 from Edward Elgar Publishing
Abstract:
This chapter examines the transformative political, security, socio-cultural, economic, and judicial dynamics in Egypt following the 2011 revolution. The chapter emphasises how the interconnectedness of these dynamics offers insights into the obstacles to democratic transformation in Egypt and their implications for the EU's democracy promotion policies in a volatile environment. Post-revolution, Egypt faced political polarisation, economic instability, and security crises. The chapter focuses on evaluating the status of civil society in light of the situation of foreign funding to NGOs, the rise and fall of the Muslim Brotherhood (highlighting its failure to adopt inclusive governance) security concerns, including terrorism, socio-cultural tensions involving women, minorities, and ideological divisions, and the independence of the judiciary.
