Abstract:
This chapter evaluates the implementation and impact of six EU-funded projects under the Civil Society Facility and the European Instrument for Democracy and Human Rights in Egypt. These projects addressed diverse objectives, including promoting domestic workers’ rights, combating female genital mutilation, expanding legal advocacy for refugees, empowering women's political participation, amplifying women's voices through the media, and monitoring elections. The evaluation highlights successes and challenges in their implementation, considering project structures, objectives, and activities. Achievements include capacity building, awareness campaigns, vocational training, and advocacy efforts. However, legal restrictions, societal norms, bureaucratic hurdles, limited EU follow-up, and an adverse political environment significantly impeded long-term impact. The analysis underscores the complex interplay between local contexts, the capacities of civil society organisations, and the EU's strategies, providing valuable insights into the conditions required for effective democracy promotion and human rights initiatives in restrictive settings.
