Evaluation standards for Latin America and the Caribbean: an up-to-date tool made in the Global South

Abstract: This chapter explores the New Evaluation Standards for Latin America and the Caribbean (2021) as a tool that considers international agreements but incorporates transversal axes that allow us to interpret the reality of our diverse cultures (interculturality, gender and human rights are central). This chapter presents a set of guidelines for quality evaluations that contribute to decision-making in intervention actions for development. A development that exceeds the economic and social welfare can be interpreted as a possibility of “Buen Vivir” (complete welfare: reciprocity with nature, between people and oneself). The document contributes to improving the quality of life and stimulating virtuous dynamics of development, serving accountability and learning from a decolonized perspective. Its contributions involve a greater contextualization of the evaluation based on new challenges in the region. The chapter proposes a framework of an interrelated set of approaches to help guide the interpretation of the standards and their respective descriptions.
