Policy evaluation in failed states: the case of Yemen

Abstract: The study provides the most advanced evaluation practices in different sectors of Yemen, theorizing how to practice policy evaluation knowledge within this country. Forty-three critical informants in 10 government or semi-government institutions have been conducted, who all have bases in Aden and Sanaa and operate under different authorities (south and north of Yemen). It also sheds light on Yemen's political and economic context, institutional structures, and processes, where there is little societal acceptance of evaluation administered by international or local organizations. Moreover, it details Yemen's political, social, and economic situation and the historical development of evaluation in Yemen, alongside the current institutional structures concerning national laws, regulations, and policies, evaluation practices by the government and civil society, and the use of evaluations. In conclusion, this chapter analyzes the future of evaluation in Yemen. The case study helps compare similar countries in the Global South to overcome challenges resulting from low capacity and instability of the political systems.
