Gender training and gender expertise to support gender mainstreaming

Lut Mergaert and Marcela Linková

Chapter 14 in Research Handbook on Gender Mainstreaming, 2026, pp 171-180 from Edward Elgar Publishing

Abstract: Capacity-building in the form of training is a prerequisite for effective gender mainstreaming (GM). It aims to increase the capacity for GM at both individual and institutional levels. Challenges hereto are typically posed by staff turnover and related loss of expertise. Consequently, training needs to be offered frequently and is ideally embedded in the organization's professional development programme. From the perspective of training providers, the potential impact of training depends, among other factors, on the degree of freedom they enjoy in determining training content and modalities. With knowledge of the audience's needs and the institutional context, training providers can tailor what they offer, increasing the potential for effective impact. An assessment framework to gauge the institutional capacity for effective GM provides knowledge of existing strengths and weaknesses, based on which a training roadmap can be designed.
